It is quite simple and straightforward.
To Tilt: Simply turn the handle 90 degrees (so that it is horizontal) and pull the top towards you.
To Turn: Close the window, turn the handle a further 90 degrees (so that it is pointing upwards) and the window will swing in towards you like a door.
To Lock: Simply turn the window back into the closed position and turn the handle down.
